HUD derives larger-unit FMRs from the area's 2-bedroom FMR using national bedroom-ratio adjustments, but local rent structures and the underlying survey data shift the spread. Areas where family-size units are relatively scarce or expensive show a bigger jump from studio to 4-bedroom.
